War of the Chosen changes the game so much, I honestly count it as sorta XCom 3, or at least 2.5.

The only good side is that their health bar is mostly consistent between every time they show up, so you can slowly chip them down until they die, and you can skin them to make neat armor. The Alien Rulers are bosses that will occasionally show up in normal missions, and will then proceed to rape your - until they get bored and just leave.
